We're Doing
ECPAT’S work
ECPAT International
is a recognised authority and source of information
on child abuse images and children’s safety
on the Internet. The Secretariat runs a Protecting
Children Online project in selected countries
in Asia including Japan, Indonesia, the Philippines
and Thailand. The project trains professionals
working directly with children. It provides
to parents, schools, NGOs and government agencies,
customised national versions of Protecting Children
Online: An ECPAT Guide and the E-Baby CD-Rom.
It has also developed teacher training and curriculum
modules and conducted training sessions for
teachers.
The Secretariat has
done research on Internet use and the knowledge
of parents and teachers of the risks to children.
There are research projects in Costa Rica, El
Salvador, Guatemala, Honduras, Mexico, Nicaragua,
India, Nepal, Bangladesh, Indonesia and Morocco
to identify legislation in relating to child
pornography and the use of the Internet and
new technologies for its production and distribution.
The research will also identify existing gaps
in the legislation and elaborate recommendations
for legal reform and improved law enforcement
in those countries.
In addition, ECPAT
groups around the world work every day to make
children and young people safer on the Internet.
Their activities include hotlines, monitoring
and reporting online child abuse, research,
lobbying for tougher legislation and sentencing,
working with industry and government on codes
of conduct, and education campaigns and training
for children, parents, educators and police.

ECPAT Brazil has organised international conferences
and workshops on child pornography on the internet.
It runs an internet hotline linked to Europe’s
INHOPE association. The group is conducting
a national exploratory study on the work of
internet hotlines, police authorities, legislators,
and internet service and content providers against
child pornography on the Brazilian Internet.
It is a member of the Brazilian governmental
task-force responsible for the National Action
Plan against online paedophilia and child pornography
in Brazil.

ECPAT STOP Japan lobbies for legislation against
child pornography and against penalizing children
who use the internet to access online dating
sites. It has run international workshops on
children and mobile phones. The group has produced
online and print guides to protecting children
on the internet are used by police and parent-teacher
groups. ECPAT STOP Japan works closely with
industry, government and law enforcement to
combat internet child pornography and is a member
of Japan’s Internet Hotline Expert Network.

The group is a board member of Meldpunt Kinderporno
www.meldpunt.org, the Dutch internet hotline.
It is a member of a joint government-NGO-industry
group working on child safety guidelines for

ECPAT New Zealand runs the children’s
interactive website www.cyberkidz.co.nz which
promotes internet safety principles for children
aged 12 and under. Its Internet Resource Kit
launched by the Justice Minister to support
the website has been distributed to community
educators, libraries, local council “Safer
Community” networks, and other key educators.
The group campaigned with the Censorship Compliance
Unit to highlight the serious nature of Internet
child pornography, resulting in the Justice
Minister promising tougher criminal penalties.
It is setting up a hotline and working with
an indigenous (Maori) literacy service provider
on internet safety education.

The association has carried out a study on
the exposure of children to pornography at the
internet cafes in three major cities of Pakistan.
It has produced posters and brochures for internet
cafes and schools on safe netsurfing/Netsmart
rules for children and parents, in collaboration
with UNICEF and Save the Children. The association
also runs seminars on the exposure of children
to pornography for Internet Service providers,
Internet cafe owners, media and officials from
Pakistan Telecommunication Authority (the regulating
body).

ECPAT Taiwan recently got 10 major ISPs and
ICPs in Taiwan to sign up to a code of conduct
for protecting children from harmful and illegal
content on the Internet. It is a member of the
Taiwan Internet Content Rating Foundation (TICRF)
with ISPs, child protection, research and governmental
groups. It runs Taiwan’s internet hotline
at www.web547.org.tw and trains the Online Guardian
Angels who monitor pornography websites.
ECPAT Taiwan has developed a range of online
safety materials, including the ‘E-dad,
E-mom Surf on Internet With Your Baby’
handbook, the ‘E-baby Online Safety Cartoon’
CD and the CD ‘Online Safety Song- Internet
Monster’. The group works with the government
on public service announcements and education
on internet safety and contributes to legislation
on internet child safety and child pornography.

has been used in public schools and evaluated
for the Swedish Board of Education. The group
holds chat-conferences for young people about
child pornography and paedophile activities
on the Internet. It is collaborating with credit
card companies to combat child pornography on
the Internet, and conducts research into child
sexual exploitation on the internet.
